Oil Rush paints a bleak prospect for humanity. As a result of the global cataclysm, almost the entire world has gone under water, people are huddled on floating platforms and tiny islands scattered across the world's oceans. There are practically no resources and minerals left, and there is a fierce struggle for the rest of the oil on the entire planet. The protagonist, a graduate of the Shark Naval Academy, takes control of a small squad and tries to capture as many bases and oil rigs as possible.

At the very start of the career, the player is under the command of only a few combat boats and a station that can build new ships if necessary. But the rest of the benefits of civilization will need to be conquered and held. Floating drilling rigs for oil production are available on the map, as well as bases for fleets or aircraft. Each base controlled by the protagonist can be upgraded or towers can be erected on it to repel enemy attacks.
