The game includes 2 modes: city building and sandbox. The first one is an analogue of the campaign, where you need to develop all areas of the metropolis, starting with Greenwich Village. The sandbox allows you to just play for fun and not be distracted by story tasks. The story mode begins with empty areas, which gradually need to be built up with residential, commercial, and health buildings.
